Attila Vass’s LinkedIn profile says he worked as director of research and development at SCEA from May 1998 to April 2012, adding that he worked on the graphic library and security for the “Next Generation PlayStation†between August 2010 and April 2012.

It doesn't matter how long they work on it as it's still not gonna compare to the Xbox 720. I bet Microsoft has been working on it for much longer like what game developers do. They start working on the next one around the time their last product was released. In another recent news piece where there was leaked supposed Xbox 720 info, a lot had already been and that leaked paper was written in 2010.
But so it should be released in less than a year? Nice then. Hopefully it's good.
