Meh, better than having a heel GM on both shows. One show's gonna now have a GM who is bias towards heels, and one who is towards faces. Punishing heels is a good thing, you can't just you know...let them get away with things.

They can be, mainly when they try to get themselves over. Some of the smark crowds aren't as bad as others.
It's really not. Heels are supposed to, babyfaces aren't. Again, you seem to be defending oblivious bad GM work. You stop heels from cheating, but you don't activating try to screw them over.
