Phantasio did only have that one real appearance, so it's hard for me to vote for him, but that's just too bad. Dustin made that gimmick work and almost "so bad it's good" so I went with Phantasio.

The Artist just got a bit annonying after awhile and it was a waste of a good talent (as was Goldust for the most part) but it has to be Phantasio he was truly dire in every concervable way.
