Orton, mainly because, even thought it's wasn't one of the title that counted (So don't act surprised Kenta is in here guys), Kobashi won a few world titles in Japan.

Kobashi is from Japanese wrestling thus is irrelevant.

However Orton was a jobber to the stars and had nothing about him at all, so Kobashi wins.
