If anything the risk's he took made him a better face. Everyone is entitled to an opinion, that's why I do these, so I can't argue, but I don't find this close.
While Hogan's NWO Heel Turn was considered the spotlight of his career kinda, I went for Foley. He had this insanity and portrayed a great heel and made his character work.
The reason it is close is because Foley played a great heel consistantly in his WCW run and then as Mankind in WWF, where as Hogan only did it for a brief spell in his career. Also I would say Foley's heel characters were far more interesting and Hogan stayed on top too long during his Hollywood phase. I did go with Hogan, but it is close make no mistake.
I don't know, maybe because he was amazing at getting the crowd to love and hate him, which is at least half of wrestling? I'm not even a big Hogan fan but c'mon.
