WWE tried so hard to make Crush something with his Savage feud but he just couldn't cut it and jobbed to him at Mania. I don't think either of these guys would have made great champions either. So I'm just going to with Val because I think he's the better worker.

Val Venis gets my vote here and it isn't close. He was a solid in ring worker and a great promo guy, given the chance I could have easily seen him as World Champion.

Val could have went less gimmicky with his character and turned it into just a cocky (okay bad wording here considering) main event type thing like HBK did with his character and I could have saw him as a world champ.
