Koloff was an awesome talent. His feud with Flair, the heel turn on Luger, the pop when he and Sting joined forces for the War Games, great moments all of them.

I think Santino has a buzz factor that if he won the championship he could probably have a fun, transitional reign someday but Koloff is a beast and just based on his persona is probably more deserving.

voted santino.never a fan of kolof.i think he greatly benefited from working with and against true legends.i can see santino as an underdog champ.money in the bank would be so perfect for santino.
