JJ Dillon was a good heel manager but as said by Canadian Pothead, I haven't seen much of either but I'll go with Ivan Koloff.

Ivan Koloff was a bad ass for several decades for WWWF to NWA where he stayed relevant until even sometime into the early 90s. Dillon's run as the manager for the Horsemen was awesome as well but I don't think it holds up here.
