Going with HTM here because he was a great heel during his years. He had charisma, worked his character great and really knew how to work a crowd. And his record 15 month IC title reign.
Was a guy that could very easily get under your skin.

Honky Tonk Man for sure, Stevie Richards was great as the leader of bWo but HTM was a guy you loved to hate.

^ Another true point but HTM takes this bigger impact as a heel. And Dancing Stevie Richards was classic but not really a good heel.
It was just a great idea for a heel to come out ripping off the King of Rock 'N' Roll, mocking him and wacking people over the head with a guitar (and when he did it, people believed it). And Honky just knew how to play it to perfection.

HTM is a legend and all but he did nothing for me. Stevie with the right to censor stuff legit pissed me off at the time. Also made an awesome lackey for Raven.
