Have to go with Eric Bischoff, was a great heel GM and I haven't really heard of Eddie Gilbert..

Eric Bischoff for me, the guy was a great heel with the nWo and as GM on Raw, the guy knows how to play a heel.

Expected to be in the minority but Hot Stuff was an amazing heel. Bischoff was more of a lackey to others.

I have not seen enough of Gilbert to really compare him to Bishoff who I do consider a very good heel, like Vince it is what comes natual as it is quite close to who he really is.

The little stuff I did see of Eddie I didn't really care for. Eric made for a great heel when he did the NWO stuff.
