Easily Hall, was very good as Ramon when he first debuted, and as an Outsider was brilliant.

Chavo gets my vote. He is one of the most underrated guys in the business

Just think Razor was a uique heel which stood out, where as as a Outsider he was just playing himself, don't get me wrong his promos were entertaing, he was convincing in the role and of course the NWO were one of the biggest things ever, but once again he was just one small part, and was given an ideal chance to get over in that spot, it was more his work as RR.
