Neither guy is no where near the top of my list on the mic but went with Owen.

Owen could cut a real good promo every now and then, most of the time they were just average, or worse. Was a fan of Race's mic skill, so voted him, but both of these guys are known way more by their wrestling than promo skills.

Enough is Enough and it's time for a Change!!! actually rather enjoyed Owen on the mic.... Harley was a great worker but not much on the mic (in his defense mic work wasn't necessary at all during his main run)

Its hard, as I think both are about average, but Owen was more likable I think, which adds to promos, I think.

I seem to be in a minority. I always thought Harley was a great promo guy. He was awesome at getting his point across while still seeming like he had no cares in the world. He always drew me in and made me want to see him.

I really enjoyed that Harley Race promo. It's clear he was never a great mic worker. But that promo right there was pretty intense.

I found Harley Race to be a bit monotone with his delivery, I think that Owen had a bit more range.

This is a tough choice here, Owen was prett solid on the mic, but he was more entertaining in the ring with his mannerisms, too bad he couldn't translate his real personality onto the mic, he would've been great.

Harley was awesome, he was a legit badass who didn't have to say much, but when he did you listened.
