It's the PWI 500. It's a kayfabe list that plays to casual fans. WWE guys are automatically put on the list, typically in the top 150. Look at the lowest WWE main roster full timer - Trent Barretta at #220. That's the worst spot for a WWE wrestler. A guy like Khali is so high because he's in the WWE and he's somewhat of a star.
