Learned something cool about present. It was super broken in Gold and Silver (fixed in Crystal, though). It was so broken that a level five Togepi could one shot a level 100, but a level 100 Delibird couldn't one shot a level 3 Pidgey
TL: DR - Levels and stats don't matter, ever
So the way damage normally works it includes the move power times you level, as well as your attack divided by their defense. That's not everything, just the points of foucus.
With present, they somehow fudged it up. Rather than base power X level, it's base power X second type ID. This means if you face a Pidgey, who's second type is flying, you'll do as much damage as if you were a level 2 pokemon since flying is ID 2. As for the other half of the equation, rather than attack/defense, it's a solid 10/your second type ID. In Delibird's case, that comes out to a constant five, and for Togepi, a constant 10. This is actually really good, since it's as if your attack is 5 and 10 times greater than your opponent's defense no matter who it is.
Funny enough, this second bit means Togepi is twice as strong as Togetic, but only when using present.
Because of this glitch, no matter what your level is and no matter what level your opponent is, your damage will always be the same. Present will always one hit KO a dark type, no matter the level, and they will never one hit KO a flying type or a single type pokemon ever.
