I guess he is in his terrible 2's for kittens. I never had a kitten as hyperactive as him. If he doesn't calm down, he will have to go back to the shelter.

It helps to just let the kittens hide in a dark safe place like under a bed or in a closet. They will eventually understand there is no threat.
