I don't think so. He's basically stuck there until Ragnarok, his wife collects the venom in a bowl, but every so often has to empty the bowl, which causes Loki's blindness (and regrowing of eyes) [it also coincidentally causes earthquakes]. So no, I highly doubt Loki would be the poisoner.
