Anything can be a meme as long as it is something human that spreads like a virus. So it doesn't have to be a joke/something funny necessarily - it can be an idea, a political ideology, an idiom, a cultural icon, a piece of music

Even a word. The word "meme" is a meme because of how popular it has become and how widespread it become when being used to refer to "funny images/videos"
