It was rumored that it would happen at 29. It also annoyed me that Austin kept saying never say never and that his neck felt fine.

It's true. The teased that 29 match quite a bit, on social media, during promos, and even the 2013 game interview, and there was planning for it, but WWE foolishly could never commit a full 6 months out which is all Austin asked for at the time.

He said even if his neck was fine he would’ve retired only five years after he did. Who knows if that’s true though.

I'm not sure how you are confused. Punk cut promos on Austin 2012, Austin cut promos back on Twitter, and even mad a video where he talked about the promos, then WWE did this 30-minute sit-down interview with Austin, JR and Punk and the idea of Austin and Punk wrestling was heavily teased throughout the whole thing. WWE had the idea of Punk/Austin at 29, and Austin said he was healthy enough to do it, but he wanted a full 6 months commitment in advance to agree to do it, but Vince's pension for changing his mind on Mania cards wouldn't commit 6 months out.
