They didn't start their whole "Revolution thinking" because of her. They were already going down that path for a couple of years, before Ronda even signed. Hell, they had a solo Women's Match as the Main Event of a 2016 PPV.
At the end of the day, it's the same old story. Yes, she brought some main stream attention to the WWE, but most of those eyes probably didn't care one bit for anything non-Rousey related and didn't keep watching. So it probably hurt the talent in the Division more, than it actually helped the Division as a whole.
Best example is what you made out at this "big moment". Having her come in at the end of the Rumble 2018 was basically a kick to the ovaries for the rest of the division. It not only undermined Asuka's win in the first Women's Rumble, but also underlined that they didn't had any interest in an actual "revolution", since they only made the Match the Main Event, just for that moment of Ronda coming to the Ring.
