I don't see how letting cops shoot people is a fail. I mean that seems like RL to me.

You said random people. You can shoot criminals who are role-playing in a scenario that would need use of deadly force. They don't run a sloppy shop at this police department.

Yeah, I got you and no. They run their police departments they way you'd want your real life one to be run. If you want to do that kind of stuff that's why they let you RP as criminals too. Their serious about the cops. You have to take a 2-week course and a test and everything. And they only allow signups once everyone few months.
