Yeah that just doesn't make sense to me. In kayfabe, why wouldn't it be at WrestleMania.

John Cena cashed in his Rumble win Title Match at No Way Out one year. Who's to say Cody beats Roman at Elimination Chamber then Rock/Roman is non-title?
