I don't disagree, just going by what Cody said. He even said he was moving goal posts by saying it wasn't just winning the title but about beating Roman specifically, but didn't mention it needing to be Mania

They could have just done something like Cody saying "You're right, I want this championship at some point, but not while you're holding it, I want the title that has been defended regularly. My father was the son of a plumber, a working man, I want the working man's championship, not the Hollywood championship" and then walk off...but no, they had to make him go "I want this but I'm going to let this guy go first" like a jobber.
