I mean this has been a huge debate. There's a difference between heel heat and go away heat. Roman had go away heat for 5 years so I'd argue no... he wasn't over. John Cena it was split 50/50 and I think the fans were just fucking with him so I'd say John was probably over.

It also depends on what you mean by over. I’d think a large negative reaction counts as being over. Just eliciting the wrong reaction, but is easily fixable by a heel turn.

That being said, she’s not Cena yet. They can fix this issue quickly.

I think this picture alone shows why WWE needed Triple H (and Stephanie) to take over and why I’ve been riding that train for over 5 years.

Triple H gets it. Vince did once, but he’s an older man that was doing this for five decades. Eventually you lose touch.

Although, to be fair, to me, I was never that high on his style even when it worked. I was always a bigger WCW, TNA, AEW guy.
