They're all great and they're all amazing efforts, so hard to choose.. but... Andrew takes the cake for me just by a fingernail.
John, you made a pretty good banner this week. Big improvement, but the cogs in the background have a lot of noise over them and the animation takes away from the whole thing. The layout and colors are good. Lewb, the Batman sig is pretty good but I'm not a fan of the background. Andrew, yours takes this one. I like how you stuck with one color scheme and your layout and overall composition are pretty good.

Going to have to vote for Lewb here. His is good all around, except for the background. Simultaneously, Andrew's background is simply there American flag. At least, that's all that's immediately visible. To actually see the capitol building, you have to look hard. I'd recommend fixing the opacity with that so the background isn't so monotonous.
