Jan-Mar 2000 was the Sullivan-led committee (awful booking, don't forget), Apr-Jul 2000 was Bisch/Russo and Aug 2000 on was Russo alone
Watching Brian Zane's reviews of Starrcade of 2000 and then the final PPVs in 2001, WCW was in a rough state after all that, but I'll say they were at least beginning to TRY and began to have flashes of "Hmm, maybe after their 'Big Bang' if they continue this, may get better."

i think its ppl who grew up on wwe docs
I think it's people that didnt even watch those bc they actually a lot of times just kind of blame the death on the finger poke of doom on 1999 and barely touch 2000 lol just skip to vince buying them. They get their thoughts from podcasts and YouTubers

Like examples from near the end of WCW: The cruiserweight tag titles, shit design, but had potential with a division, same with the Cruiserweight singles belt having good matches. They gave Dusty one final hurrah. Scott was an entertaining character. DDP, Booker T all were over babyfaces. Even a couple acts fucked over by 2000 as part of the New Blood were beginning to showcase their talents and hopefully were set up for big things if they had their relaunch.
