WWE confirms that they have footage of the ringside when the fall but have made it very clear that it will never see the light of day. Whether that means that it shows Owen's death in graphic detail, or if it simply has a periphery view, whos to say. It is lost in the same way that the Bearman death, Steve Irwin's death, and Christine Chubbuck's suicide. They exist, they've been proven to exist, but they will never see the light of day.
