I don't know all thr details at all so might be talking out my ass but I'm pretty sure Japan bombed pearl harbor specifically cause we stopped supplying them but were still supplying the allied forces

it may have been private us enterprises and not the US gov

The issue is that at the time of WW2, the Japanese military basically controlled every aspect of life in Japan, and the actual Japanese Government was basically stuck with a rogue military that did whatever the fuck it wanted.

I actually had no thoughts whatsoever on how the Japanese government was ran at the time myself if I'm being honest, complete empty space in my brain there

That's kind of the public perception, but it's more likely he was just a nominal figurehead by that point too and was controlled by the generals.
