Well as a matter of fact he didn't want to make MG2 either. Kojima didn't necessarily wish to make sequels, but 2 was one he felt was a passion project and was meant to be his final say on the MGS franchise, and MGS 3 was him saying, "Fuck it, I'm going to give you a great game just to prove you fuckers wrong."
