I don't hate 2000, but the people who generally hate 2000 for Russo reasons and work-rate reasons, those don't apply to 1999. 1999 still had an awesome mid card with the Filthy Animals, The Revolution, The Jersey Triad, Horsemen, etc. The Tag division alone was really good.

'99 and '95 are probably my two least favorite WCW years

you're missing out on the great tag team scene though. '95 is the worst though. 100%.

The tag team scene looks good on paper but I can't remember them ever getting a decent angle that got TV time or any match that stood out to me on PPV that I'd consider exceptional
