I think WCW would have fared better in late 1999 in a wrestling Booker still handled the matches and Russo just came in to work on the characters and their promos.

He did because Russo planned to put the belt on as a babyface, but we see how that turned out. Character wise Revolution was better after Russo, but match wise better in the late summer of 1999.
