Building new talent was definitely a problem, but at the same time you can see who was drawing and who wasn't so it's hard to want to push people that don't draw when you're about to start losing to the other side. WWF wouldn't have uilt new stars if they didn't lose them in 1994 and then again in 1996 and then again in 1997 and once again in 1998. They lost every ace they attempted to build between 1993 and 1998. You kinda have to run with Austin, Rock, Triple H, Mankind, etc when you have no choice and WWF was already losing the ratings attle so they had nothing to lose.
