Because he's one the best in the world, but if you're Canadian I believe you wouldn't have to pay for him, but out of country people do

Exactly. Very rarely will payment get brought up before car even if it’s not life threatening. They ask if you have insurance and that’s it.

This idea of "citizenship" seems outdated anyway

It’s really not. Most countries don’t share the same ideals and beliefs thoughts laws all these things can change between borders. There’s also things like taxes and representation and everything else that goes into it makes a country a country. Differences alone between just Canada and the United States and Mexico are staggering.
