It's pretty simple. It's typical WWE behavior. The fans threw absolute storygold in their faces, but they had their plans penciled in and decided not to go with actually finishing the story with THE big finish. Sami's rise and how the fans made him pretty much into the #1 Babyface of the company happened in a way that comes maybe twice or thrice in a generation. Completely organically... and creative decided to ignore pretty much all signs they got thrown in their faces. The only saving grace for them this time is, that a lot of fans like Cody and his story still works well enough as a substitute. If this would happen like 6-7 years ago, the fans would probably tear the Mania Main Event apart.
