Eastern provinces are the ones who elect the people who pushed back on it to keep the status quo with how it went down there, so kinda is a NIMBY situation with how it goes with politics, you can argue it and say its not but a lot of the eastern provinicial governments elected were elected to keep it a certain way.

It is when it comes to certain resources, you can't call it a lie when the policies are in place to do so, its also how the elections work as well which trudeau is using to his advantage as well. For the most part the larger populations of the eastern provinces lean a certain way, and the west leans another. With the First past the post system it keeps the power balance squarely in the east. If NDP or Conservatives can't win the east they can't get elected.
