I dunno about the Senate or IDs, but I think the Electoral College needs major revamping, and the filibuster currently overtaking Congress needs to end in some way for any form of forward progress to be made.

Even if I wanted these things, I have no faith in them actually happening either way though tbf. Presidents power is massively overrated in America

Having IDs is fine, but I think people should also be automatically registered to vote at 18 and then just have to show proof of identificiation. Go by social security numbers and shit, they already got a record of all of us
