I think what I'm gonna do though is do an actual proper playthrough though.

Honestly the early game is always the hardest because you don't have a lot of options and once you actually get the roadways you want, everything's already in place so it's even harder to change it.

Even cheesing and doing unlimited money and everything unlocked you're overwhelmed with options too lol it's no good option for me.

I'm not at this part yet, I'm waiting until I get to 30k but the setup is cool even if it's boring bc rn my city is very profitable and completely sustaining with no issues so I can just let it run as long as I want and rack up cash and eventually I'll get to the 30k, I just rushed my upgrading lol
