You’re right that’s what I meant by popular music. But they also have genre specific billboard charts so that each genre is celebrated. If you have 13 #1s in your specific genre that would probably make you pretty popular.

If you Google Billboard 100, the information for the Billboard site says

“THE WEEK'S MOST POPULAR CURRENT SONGS ACROSS ALL GENRES, RANKED BY STREAMING ACTIVITY FROM DIGITAL MUSIC SOURCES”
