I think it is just his style is subdued, very technical, even in Impact was seemingly Triple H esq. Though he still had good to great matches (Especially part of Beer Money) he def was a contrast to a lot of people in NXT during his time who was signed as outsiders.

He’s one of those guys like Joe who you wish didn’t spend their physical prime in Impact

Speak for yourself. TNA Bobby Roode was excellent beginning to end. He's been in perfectly good condition for much of his WWE career and we see what they've accomplished with him.

Also I could see Roode as a mouthpiece or even a color commentary guy he could very least be on the kickoff show as a heel persona. His gimmick would fit perfectly into him having a stable too.
