The writing is because of the PG rating dude. Lol.
You can't write good storylines when the show is PG. Take the original Teen Titans vs the new Teen Titans. Trash because they're catering to the kids. Everything they do is for the kids. Imagine putting Deadpool as a rated PG movie. The content would be trash. Imagine Game of Thrones rated PG 13. Content would be trash.. This is because of the rating, you're extremely limited to the content that you can produce.
I mean for fucks sake, Braun Strowman took a 10 year old into a tag team championship match at WrestleMania..

PG rating is given by The FCC, so if they see the see the writing of WWE as PG then it is PG, not the other way around where FCC gives them a rating and then WWE has to write accordingly.
Really, you can't write a good show with a PG rating? What about The Flash? Bob's Burger? Malcolm in the Middle? Those shows are pretty good and even tell a good story and they have a PG rating. Deadpool couldn't ever be PG/PG-13 because Marvel knew they couldn't make it that way without fans hating it and it would take away from the original source material and GoT is a "book adaption" and the books aren't PG/PG-13 rated thus why they show on HBO which allows MA content. I mean remember Tales from The Crypt is rated MA and it wasn't that gruesome or anything, but Watership Down a G movie, I believe, was brutal as fuck. You have great content with a PG or even PG-13, but if the writers are shit then your product is shit. The rating has very little to do with it, honestly, just because a show is MA doesn't mean it is always better if anything it can hurt a show.
That was because the kid or the kid's father requested that and that has nothing to do with the rating of WWE. Also, they did a lot of dumb shit when WWE was MA and was in to quote "the greatest era of pro wrestling ever, The Attitude Era", and could have made Braun vs Da Bar way more stupid.
