WCW's problem was hiring all the good names they could use, it was hiring like 100 people they never used. Like people who had like 3 matches, maybe on Pro, but got flights to every Nitro for no reason. And then paying Hogan such a huge chunk of the bottom-line. That said, 1998 was their most profitable year ever and far more profitable than WWF until WWF beat that profit in 2000. Key is to make sure you're still bringing that money in. It didn't help WCW either that it paid Master P 20 million for 1999 when they added nothing and Kiss like 8 mill for one concert that killed the ratings.
