The tag team scene did basically fall into his lap in 1999, but I think it's more so that he had 1-2 writers at a time, Russo and Ferrera, and then his successors, and they were able to push tag team wrestling without Vince overseeing too much. Once WWE went full writers rooms in 2002, it was all over for anyone to do anything without Vince stomping all over their creative.
