William Regal won the IC title on January 20th 2002 from Edge at the Royal Rumble He lost the belt to Rob Van Dam on March 17th 2002 at Wrestlemania X8. He won his 2nd IC title on the November 10thh 2008 edition of Raw from Santino Marella. He lost the belt to CM Punk on Raw on January 19th 2009.

Rick Rude won the IC title from the Ultimate Warrior at Wrestlemana V on April 2nd 1989. He lost the title back to the Warrior on August 29th 1989 at SummerSlam.

Rick Rude for sure, he was the only guy not named Savage who pulled out a decent match with the Warrior.

That alone should make someone win.

Haha great point Deezy and I agree with the pick of Rude. Rude got a title match against Warrior the following summerslam because no one else could make him look good.

I wanted to vote for Regal but I went with Rude as well. Did more as IC champion than Regal.
