Rey Mysterio won the IC title from JBL on April 5th 2009 at Wrestlemania XXV. He lost the title to Chris Jericho on June 7th 2009 at Extreme Rules in A Nold Holds Barred Match. He won the title back from Jericho on June 28th 2009 at The Bash in a Mask vs Title Match. He lost the belt to John Morrison on the September 4th 2009 edition of Smackdown.

Tito Santana

Tito Santana won the IC title on Feburary 11th 1984 from Don Muraco in Boston. He lost the Belt to Greg Valentine on the October 13th 1984 edition of Maple Leaf Wrestling. He won the belt back from Valentine in a Cage match in Baltimore on July 6th 1985. He lost the title to Randy Savage on February 8th 1986 in Boston.

Seeing as Tito was actively going for the IC title and Mysterio was just holding a belt, I would pick Chico over Rey anyday.

While I like Rey much more, as a IC Champion Santana was just the perfect fit.

I agree with the others that when Rey had the title it was just a prop whereas Tito actually carried it like a champion.
