Dolph Ziggler won the IC title on the August 6th 2010 episode of Smackdown from Kofi Kingston. He lost the belt to Kingston on the January 7th 2011 episode of Smackdown

Pedro Morales

Pedro Morales won the IC title on December 8th 1980 in New York from Ken Patera. He lost the belt June 20th 1981 in Philadelphia to Don Muraco. On November 23rd 1981 in New York he won the title for a 2nd time from Muraco. He lost the belt on January 22nd 1983 back to Muraco in New York.

Ziggler was impressive during his reign but it was only one short reign so I went with Morales. Morales was a technician and was the first to become a triple crown champion when he won the IC title.

Morales has the longest combined IC title reigns in History. He was a huge draw in New York during the regional days and gets my vote.
