    You can do Taker/Cena without the belt fairly easily. Styles vs Joe or Nak or hell even Miz could use the title

    This is going to sound insane coming from me but... I have very few issues with the list. Rusev is a classic case of "you can't push everyone"... As horrible as the Raw writing is and how many issues that's created, I doubt that the "utilization" of Rusev has really been that big of an issue...
