Why did WWE Not try to pushing Ken Shamrock for the WWE Title?

I agree the roster was stacked at the time, the KOTR win is odd as you say as it didn't leave anywhere, it's an odd one but WWF is full of that kind of thing sadly.

All the hibe into this match and for it to end a DQ!? WTF was WWE thing? That even the pump up music that do before an epic tilte match start before that come out. And that just fuck Shamerock over after this!? WTF? WWE SO DROP THE BALL ON THIS! That should have keep this feud into the Rumble1 Hay if that did HBK would never injury his back.
