For the simple fact that great in ring work isn't something you can carry over for a period of time and is very limited.
Lets say you have what's considered a good workrate match.... then it's over. what's next? what's going to draw the fan to the next show?
There's nowhere else to go, what are you going to give them? another match?
It would only be a matter of time before the audience turns the TV off as all you've given them is the same thing over and over again. In ring work is very limited, there's a limit to what can be done in the ring, once the fan sees it all, they won't tune in anymore, especially in today's world with short attention spans.
What draws people to the next show? Something fresh. No one is going to watch the same thing over and over again, things must always freshen up, much like TV shows.
What freshens it up? Storyline, Character.
That's what draws, that's what keeps the fans coming back, workrate will only attract a very niche casually viewing audience. every show on television including Professional Wrestling survives on two things, Storyline and Character.
There's only a certain amount of things done in the ring that the audience has seen before they tune out, the episodes refresh because of storyline and character.
Since what is done in the ring is limited you need to rely on story and character to keep it going, Storyline and Character must therefore be the priority as that's what attracts and draws viewers and keeps viewers locked into the product.
The in ring action since limited is the background to the storylines and characters by way of Psychology,
Storyline and character is what makes the in ring action have an objective meaning and gives it the high quality.
Fans buy the match because of the story.
The story is told by promos, interviews, segments and etc,
the quality is determined by charisma, mic skill, good writing
Matches should use Psychology over random moves as it's #1 tool, in order to progress the story.
A great match that invokes the emotion of a fan must have story.
No story, no character = No emotional investment in match,
Without psychology which creates meaning and invokes emotion, then a match is rendered psychopathic, thus rendering it unrelatable to the fans, as the fans are emotional/psychological beings. basically you have no connection to your audience without psychology.
Psychology, storyline and character is objectively needed in Professional Wrestling and is the objective priority over anything else.
