Russo has never booked by committee. He had one man above him who tweaked his booking and honestly if you watch WWF in 1999, the myth of the editor is overstated. Most of his idea went into the show pretty much unabated. Vince more or less just made his ideas better, but Russo's footprint is all over the show.

Russo was proven right too because the writers room hits peak insanity in 2009 when there's like 20 guys writing the shows. And the product became unbearable because of it.
