I think they've implied he gets both most of the time but haven't officially said anything so they could change their minds

My theory (no pun intended) is that he cashes in while Paul's in the ring holding the Universal title but he leaves the ring before the bell rings, with Roman holding just the WWE title, so "legally" the match is just for the WWE title

Similar to what Edge did when he cashed in his first MITB. He wrestled Flair for the IC title early in the night because he had a greater plan.
