Vince loves the history of Raw, but at this time he vastly considered that UPN deal as ore valuable. When he was forced to turn one of his shows into the WCW show, he was gonna retire Raw and keep SmackDown as the WWF show. Shows how much he wanted that.

It's not what he originally wanted, but he was gonna be forced to turn one of his shows into the WCW show since he couldn't land the Saturday night timeslot, but yeah, Nitro still prevailed in the end. Shane being the babyface was to help WCW in that og Monday timeslot.
